Home Care Providers and Consumers Speak Out at Budget Hearings, Head to Richmond for Start of the Legislative Session

Across Virginia - from Big Stone Gap to Fairfax, from Newport News to Richmond to Lexington - Home Care providers and consumers made their voices heard at Regional Budget Hearings on January 4th and 5th.

Community allies, older adults and people with disabilities joined VAPCA members to call on legislators to restore the Governor's proposed cuts to pay rates, hours and waiver slots.

"I make just $11.46. I don't have health insurance. I don't have sick days. I don't have vacation days. I don't have a pension," said Home Care provider Vellon Harris of Arlington. "At a time when the Governor is giving tax-breaks for millionairs to buy yachts, is this really how we want to treat those who care for our seniors and people with disabilities?"

Julia Newton, a Home Care provider and mother of a consumer from Norfolk, testified: "My son was on the waiting list for 10 years. This July he finally got a waiver, but there are other families still waiting. I'm here today advocating for all families."

Make Your Voice Heard: Attend the Budget Hearing Closest to You on January 5th or 6th

Every year, Home Care providers, consumers and allies attend state budget hearings across the Commonwealth to fight for Home Care funding . We unite together to tell our elected officials how Home Care keeps people with disabilities and older adults in their homes while also saving the state money. And it works! In recent years, thanks to the efforts of great advocates like you, we've helped win a raise for providers and have saved the program from elimination.

But 2012 is not just another year. It will take everything we have to restore the cuts that the General Assembly made to Home Care earlier this year, including a 1% pay-cut for providers and a cut of 240 hours of much-needed respite care for consumers.

VAPCA Advocates for Quality Home Care at NVAN Legislative Breakfast

Fairfax, VA - On October 6th, VAPCA members joined other Long Term Care providers and advocates at the 12th annual Northern Virginia Aging Network (NVAN) Legislative Breakfast. Over 200 people - including more than two dozen candidates for the General Assembly - gathered together to discuss the best policies for ensuring that older adults can live independently at home and in the community. NVAN is comprised of the Area Agencies on Aging, Councils on Aging and non-profits in Alexandria, Arlington, Fairfax, Falls Church, Loudoun and Prince William. "It was wonderful to be in a room filled with so many people that understand the need for home care and who are willing to fight for it," said Home Care provider and VAPCA Political Committee member Susan Edwards. "More people in our country are understanding the need of caring for our older population, and our members play a vital role in that."

Candidates Speak Out for Quality Home Care

Fairfax, VA - On Saturday, August 20th, 20 candidates for state and local office attended VAPCA's Election Launch event. Candidates - including Quality Home Care champions Senator Janet Howell, Senator George Barker and Delegate Patrick Hope - spoke out about the need to restore cuts to Virginia's Medicaid Home Care system, including cuts to providers' pay and consumers' hours.

VAPCA members were joined by Local 5's Fairfax County Employee members and Loudoun County Employee members to stand together in support of quality public services, living wages and health care for all Virginians.

This November, voters across Virginia will go to the polls to vote for all 100 state House members and all 40 state Senators. These legislators are the ones who make decisions about Home Care funding, pay, hours and benefits.

VAPCA Members Help Launch "Better Choices for Virginia"

Richmond, VA - Speaking at a press conference at the General Assembly Building on August 3, VAPCA Member and Home Care provider Laura Clark helped launch the "Better Choices for Virginia" Coalition.  Better Choices for Virginia is made up of 27 organizations committed to a stable and prosperous Commonwealth, and finding balanced solutions to Virginia's budget problems. During the past General Assembly session, legislators balanced the budget by making cuts to critical Home Care services, including pay-cuts for home care workers and respite care-cuts for home care consumers. VAPCA members advocated strongly that Virginia should invest in crucial, cost-effective home care services.

VAPCA member Laura Clark after speaking at Better Choices for Virginia press conference Aug 4 2011.jpg"For Virginia to continue to be a state we're proud of, a place where want to raise our children, we've got to get our priorities straight," said Clark at the press conference. "Sensible revenue solutions instead of just making cuts in services can be a big part of making sure that older adults and people with disabilities are able to live healthy and comfortable lives."

Clark joined with Johanna Hoffman and Cherral Moore, two Coalition members, to write an Op-Ed in the Richmond Times-Dispatch. They write:

"Sometimes the people are ahead of the politicians. Virginians know that over the years leaders of our state -- Democrats and Republicans -- have made the choices that lead to jobs and a strong economy. Those who came before us made the right choices, and now it's up to us to make the right choices for our children and their children."

VAPCA Members Honor the Life and Legacy of Shirley Crawford

Shirley Crawford VAPCA Lobby Day 2010.jpgWe are very saddened to announce that, on Monday July 18th, VAPCA Leadership Council member and Home Care consumer Shirley Crawford, passed away. Shirley will be remembered by all who knew her as a passionate and skilled advocate for all those who provide and receive Quality Home Care services. In recent years, she helped coordinate speakers at statewide Budget Hearings as well as VAPCA's "Quality Home Care Days" in Richmond, leading teams of members through the General Assembly to talk with their legislators.

"Shirley was a wonderful advocate," said PCA and fellow VAPCA member Shareen Miller. "She was an inspiration to all she met."

Her fellow VAPCA members honored Shirley with a moment of silence at a monthly leadership committee meeting on Tuesday. Those interested in finding out more about how to honor Shirley's legacy should contact the VAPCA office.

General Assembly Passes Budget: Victories and Set-Backs for Quality Home Care, as the Fight Continues

Richmond, VA - The General Assembly adjourned late on Feb. 27, after passing a compromise budget, which includes both victories and set-backs for Quality Home Care. VAPCA Members and Friends have worked hard for months -- making thousands of phone calls, speaking out at Budget Hearings, and rallying in Richmond on Quality Home Care Day -- advocating for legislators to restore dangerous cuts to reimbursement rates, waiver slots, respite care and more.

The budget, which passed both the Republican-lead House and the Democratic-lead Senate, reflects real victories on these issues. The budget will:

● Restore 4% of Home Care workers' pay (reducing a proposed 5% cut to a 1% cut)
● Restore 240 respite hours per consumer per year
● Add 275 ID Waiver Slots and 150 DD Waiver Slots

These restorations will help ensure that older adults and people with disabilities are able to access cost-effective Home Care, and that Virginia taxpayers will not be forced to pay for unnecessary and costly institutional care.

However, we recognize there is much left to accomplish. Legislators capped personal care hours at 56 hours per week per consumer. Though the legislature established an exception for individuals who can demonstrate they need more than 56 hours per week, VAPCA will continue to advocate aggressively against arbitrary caps on Home Care. VAPCA Leaders will also continue to call for a Living Wage and Healthcare Benefits for PCAs, full restoration of Respite Care Hours, and an End to the Waiting Lists.

For more information on how you can help advocate for Quality Home Care, contact our Richmond office at 804-447-0734

Call Your Legislator Today: Urge the Conference Committee to Support Quality Home Care in the State Budget

Last week - after weeks of advocacy by VAPCA Members and Friends - the state Senate and state House passed their budgets, with very different visions for Home and Community-Based Services. The Senate budget restores cuts to respite hours and provider rates. The House budget - while adding additional Waiver slots - unfortunately maintains the cuts to respite care and reimbursement rates, and proposes an arbitrary cap of just 40 hours per week on cost-effective personal care.

Currently, a Conference Committee of select Senate and House members (see below) are working out the differences between their budgets. They must finish their work and produce a final budget by midnight on February 22nd.

Will you join your fellow advocates and call your legislator today to urge them to support Quality Home Care in the State Budget?

Calling your legislator is as easy as 1-2-3:

Step 1: Call 877-391-3228

Step 2: Ask the person who answers to connect you with your legislators. If you don't know who your legislators are, you can ask the person who answers to look it up for you.

Step 3: Tell your legislator: "Hi, my name is _______. I live in your district. I want you to urge the Conference Committee to pass a budget that adds DD/ID Waiver Slots, Restores Respite Care Hours, Restores Home Care Provider Rates, and that does NOT cap Personal Care Hours at 40 hours/week. Thank you"

The Conference Committee members are:

Senate:
Senator Charles Colgan (D-Prince William)
804-698-7529, district29@senate.virginia.gov

Senator Richard Saslaw (D-Fairfax)

VAPCA Rallies in Richmond at 4th Annual Quality Home Care Day: Find Out How You Can Still Make Your Voice Heard

Richmond, VA - Vans of VAPCA Members and allies travelled from all over the state to Richmond to celebrate home care at the 4th Annual Quality Home Care Dinner and Lobby Day January 24th - 25th. Joined by older adults, people with disabilities and advocates, members shared their stories and spoke one-on-one with legislators about the need to restore dangerous cuts to Virginia's home care system.

Quality Home Care Dinner - 3.JPGVAPCA Leadership Council Member Jewel Royal of Richmond - speaking to applause from home care workers and legislators at the Annual Dinner - told the crowd:

"We are here tonight because we know that Home Care is the best, most cost-effective way to care for older adults and people with disabilities. We are here tonight because we work hard every day and yet we still don't have health insurance or a living wage. We are here tonight because the proposed budget would cut our pay by 5% and cut our consumer's respite care by 480 hours. Most importantly, we are here tonight to make our voices heard."

Next Step: Call Your Legislator Today!
The proposed budget would cut home care workers' pay by 5% and cut 480 much-needed respite hours from older adults and people with disabilities. In order to ensure support for these critical amendments, call your legislator today! Tell them:

VAPCA Members and Allies Pack Budget Hearings to Protect Home Care

Nearly 100 VAPCA Members joined hundreds of people with disabilities, older adults and family members to speak out against cuts to the state's Home Care programs at five budget hearings across Virginia. Proposed cuts include: 5% pay-cuts for Home Care providers; the loss of 480 respite hours for consumers; the reduction of 10% funding for Centers for Independent Living; and the loss of critical services for older adults and people with disabilities.

"I'm both a home care provider and the sister of a woman with autism," said VAPCA member Brooke Robbins, from Annandale. "The legislators need to give back the things they took away, like the 5% pay-cut. This is already a paycheck-to-paycheck job, and we already have to pay for our own healthcare... All we're asking for us is to be able to do our jobs."

Exactly one year ago, VAPCA members and allies began a successful campaign to save the state's home care program from elimination in last year's budget. This year, PCAs and consumers are once again leading the fight against cuts to the state's cost-effective home care program, which saves Virginia tax-payers hundreds of millions of dollars.

"I was very nervous speaking today," said Kathy Cohenour, a home care worker from Manassas, VA. "But I know that each voice can make a difference."

For more on how VAPCA members and allies packed the the state's Budget Hearings, see our Newsroom page.

Make a New Year's Resolution to Stop Cuts to Home Care: Speak Out at Budget Hearings on Thursday, January 6

Every year, Personal Care Assistants, older adults, people with disabilities and our allies attend regional Budget hearings to fight for much-needed and cost-effective Home Care funding.

In 2008, VAPCA members and our allies educated elected officials about the need for Quality Home Care. In 2009, when other state programs were losing funding, we won a 3% cost-of-living increase for PCAs. And In 2010, we saved the Home Care program from elimination and restored 5% cuts to reimbursement rates.

But our work isn't done. Unless we move our elected officials to act in January, our Home Care program will face more deep cuts, including cuts to our pay, our hours and the care our loved ones receive. Will you make your voice heard to stop the cuts and save Home Care?

Update from Richmond: Governor uses FMAP funds to restore budget cuts, but further advocacy needed to protect Quality Home Care!

August 23, 2010 - Late last week, after hundreds of calls from VAPCA members and our allies, Governor McDonnell announced that he will use the enhanced FMAP funds to restore many of the cuts to our home care program, including:

- Restoring the 480 hours of respite care for our consumers and loved ones.

- Restoring the 5% pay cut for Personal Care Assistants and other Medicaid providers, starting October 1, 2010. However, the pay cuts will not be restored for the past months, from July 1 - Sept 30.

We may not have gotten everything we wanted, but this is a major victory for Quality Home Care. Members of VAPCA like you have been fighting these cuts since December, making calls, sending e-mails, and traveling to Richmond and DC to meet with our elected officials. And, now, your hard work has finally paid off!

However, the fight for Quality Home Care isn't over yet. The FMAP funds will only restore our pay cut and respite hours through June 30, 2011 unless we advocate for more funding for home care.

Please call the Governor's office at 804-786-2211 and tell him: "Thank You for restoring the cuts to Home Care, and please strengthen home care in next year's budget."

Your fellow PCAs and consumers are counting on you.

House Joins Senate in Passing FMAP Funds!

On Tuesday, August 10th, the U.S. House approved federal Medicaid funding, known as FMAP. The bill has now been signed into law by the President, and Virginia will finally get the funds we need to restore cuts to our home care program.

The Commonwealth could use these funds to:

  • Restore the 500 respite hour cut
  • Restore the 5% pay cut
  • Add 250 new waiver slots

VAPCA members like you helped make this possible by making hundreds of calls, sending hundreds of emails and sharing your stories with our elected leaders. Thanks to you, we're one step closer to getting back our pay and lost hours.

For more information on how to get involved in the efforts to protect Quality Home Care in Virginia - and ensure that the Commonwealth restores the cuts to Home Care - contact our Richmond office at 804-447-0734

Breaking News: U.S. Senate Passes FMAP! Home Care Workers' Voices Finally Heard

August 6, 2010 - After weeks and weeks of phone calls, e-mails and personal visits from home care workers and consumers, the U.S. Senate finally passed the FMAP funding extension on Thursday.

This is an exciting victory, which shows that when we work together in the Virginia Association of Personal Care Assistants, we can achieve anything!

But, we're not done yet. In order to get the funds needed to restore cuts home care workers' pay and hours, the U.S. House of Representatives has to pass FMAP funding.  The House is scheduled to debate the FMAP bill as early as next Tuesday.

That's why your fellow Virginians are counting on you to contact your Representatives today. Tell them: "Finish the Job. Pass the FMAP extension ASAP."

With the FMAP extension, we will regain the pay and hours we lost, and our consumers and loved ones will get the care they need to live independently.

Take Action Today! Tell Congress to Save Home Care from Devastating Cuts

Home care in Virginia is on the chopping block. Again.

First, the Governor proposed cuts to pay and hours. Then, the Governor proposed eliminating the home care program entirely.  Thanks in part to our phone calls and emails, we saved home care in Virginia. But now another risk is looming.

Home care programs in Virginia will face cuts if the U.S. Congress fails to pass an extension of key funds - called FMAP funds - this month. Increased FMAP funds were part of the stimulus and help pay the federal government's share of Medicaid home care programs.

Call your members of Congress toll-free at 1-866-308-6259, and tell them to pass the FMAP extension now.

If Congress doesn't hear from us, home care workers could face a 5% pay cut and will lose up to 500 respite hours. Meanwhile, older adults and people with disabilities will lose critical health services.

Without the FMAP extension, we will lose pay and hours, and our consumers and loved ones will not get the care they need to live independently. Take a moment and call your members of Congress now, at 1-866-308-6259.

BREAKING NEWS: You did it! VAPCA and Allies Save Home Care from Budget Cuts

Home Care in Virginia has been under attack this year like never before. Former Governor Kaine proposed balancing the state budget by cutting our pay, our hours and the services our consumers receive. Then, Governor McDonnell proposed eliminating consumer-directed home care entirely!

But thanks to your efforts, our elected leaders restored the 5% pay cut, they restored all of the 480 respite hours, and they un-froze the Waivers. That's right - they restored all the cuts we asked for! While we still need Congress to pass a bill to make funds available, and we need to make sure that the Governor doesn't veto these funds, we're on the verge of a major victory.

After thousands of calls, e-mails and face-to-face meetings with our elected officials, 10,000 Virginians will continue to get the consumer-directed care they need, and 14,000 PCAs will keep their jobs and hours.

Now, let's keep the victories rolling! Become a VAPCA Leader today,

In order to win the real changes we need, like a living wage and health insurance, we have to keep up the pressure for Quality Home Care. Your leadership can make a difference. Members have created eight committees to address our common concerns. The chairs of these eight committees make up the Leadership Council, which vote on important decisions for the entire membership. It's time to renew our committees.

BREAKING NEWS: Personal Care Assistants and Consumers Answer the Call and Save Home Care from Elimination!

Last week, Governor McDonnell proposed the unthinkable. The Governor said he planned to eliminate consumer-directed home care. Forever. 10,000 older adults and people with disabilities would lose their current PCA services. And 14,000 home care providers would lose their jobs.

That's why the Virginia Association of Personal Care Assistants put out the call to PCAs and allies to tell our elected officials NOT to eliminate cost-effective consumer-directed home care. And you answered that call!

Within hours, VAPCA members had made hundreds of phone calls and sent hundreds of e-mails to legislators telling them why consumer-directed home care is good for Virginia families and tax-payers.

And our elected officials listened! On Sunday, February 21, both the state House and Senate announced their budgets, rejecting the Governor's proposal to eliminate consumer-directed home care.

You spoke out and your voice was heard! While there is much we still need to fight for, now is the time to say "Thank You" to our elected officials.

Please call your Delegate and Senator and tell them "Thank you for supporting cost-effective consumer-directed home care."

ACTION ALERT from Richmond: Governor Proposes Eliminating Home Care - Take Action Today!

For over two months, home care consumers and providers have been under attack in Richmond. In December, former Governor Tim Kaine proposed cutting home care wages 5%, cutting 500 respite hours and cutting hundreds of waiver slots. Since that time, VAPCA members have been speaking out at Budget Hearings and at the state legislature, fighting these cuts.

But, this week, our new Governor Bob McDonnell proposed the unthinkable.

Governor McDonnell said he wants to eliminate consumer-directed home care. Forever.

10,000 older adults and people with disabilities would lose their current PCA services. And 14,000 home care providers would lose their jobs.

This Sunday, Feb. 21, the House of Delegates and state Senate will announce their budgets. Will they stand with Gov. McDonnell and eliminate home care? Or will they stand with the overwhelming majority of Virginians who want cost-effective home care services?

Act Now! Call your Delegate and Senator and tell them "NO! Don't eliminate Consumer-Directed Home Care."

VAPCA Rallies in Richmond to Save Home Care!

"Whole Community Day" a major success, but we have more work to do.

January 26 - Over 100 Personal Care Assistants, older adults, people with disabilities and community allies travelled from across Virginia to be in Richmond to rally at the state capitol in support of quality, cost-effective home care. They united with VAPCA and spoke out against proposed cuts to home care programs; cuts which would cost taxpayers more money and which would hurt families. Teams of PCAs and allies visited every legislator in the General Assembly, sharing information on how home care saves the state money.

2010 Whole Community Day

VAPCA members and allies also celebrated and strategized at the annual "Quality Home Care" Dinner on January 25th. Personal Care Assistants and consumers heard from VAPCA leaders, community supporters and legislators about the importance of sharing our stories with our elected officials.

We took to the Capitol and our voices were heard! But our work isn't over yet. Our elected officials are still debating the proposed budget. They are even debating whether or not to make MORE cuts to our pay, hours and the care our loved ones receive.

Take action today! Contact your legislators and tell them:

Restore the 5% pay cut to Personal Care Assistants!

Restore the Respite Hours!

Restore the Waiver Slots!

PCAs Speak Out to Save Home Care at State Budget Hearings

At state budget hearings across Virginia - in Blacksburg, Harrisonburg, and Portsmouth on Jan. 7, in Fairfax on Jan. 8 and in Richmond on Jan. 11 - Personal Care Assistants rallied to speak out against dangerous cuts to our home care program. Along with older adults, people with disabilities, friends and family, PCAs told our elected leaders why cuts to home care will cost the state more money by forcing people into more expensive institutional care. VAPCA members and their consumers also shared their powerful stories, talking about how home care helps older adults and people with disabilities live independent and healthy lives at home and in the community.

Marie Jah.jpgMarie Jah, a PCA from Alexandria, waited in long lines in the cold to testify at the Fairfax Budget Hearing on January 8th. "I've been a home care worker for 37 years, and I've helped over 100 people," said Mrs. Jah. "I'm speaking out today because these cuts will affect me financially, and will also affect the care that I give my consumers. But if we unite, we can succeed in stopping these cuts."

Let's Protect Home Care

Last year, VAPCA members were able to stop major cuts to the Consumer- Directed Medicaid Waiver and win a historic 3 percent pay increase. State budget cuts, created by the poor economy, threaten to put our consumers and loved ones on a waiting list and deny them care.

With your help, we can protect home care and save our jobs.

PCAs from across the state will attend budget hearings and explain why our jobs are important--by providing quality care at home for seniors and people with disabilities, we improve the community and save taxpayers money.

Reserve your spot at a budget hearing today!

You Did It! Caregivers and Consumers Unite to Win 3% Increase to Improve Quality Home Care

As the General Assembly session came to a close on February 28, 2009, legislators voted to include a long-overdue 3% cost-of-living increase for home care workers in the state budget. Congratulations to all the members of VAPCA, their consumers, community allies and family members who stood up and spoke out for Quality Home Care in Richmond and in communities across Virginia. This historic victory was possible because of your efforts.
